The powers of fire supervision bodies have been expanded

Resolution of the Cabinet of Ministers of 04.08.2023 No. 332 "On measures to improve the effectiveness of fire prevention and improve state supervision in the field of fire safety" was adopted.

On September 1, 2023, the National campaign "Engindan ogoҳlik" will start, within the framework of which:

methodical classes on fire prevention and actions during fires will be held in educational institutions;

at workplaces in state organizations, business entities and other organizations, fire safety training will be conducted, including familiarization with the rules for using evacuation plans and fire extinguishing equipment;

distribution of handouts for the population will be provided;

articles, interviews and special programs in this direction will be published in the media.

As part of the campaign, starting in 2024, an annual competition "Excellent Fire Safety" will be organized among entrepreneurs. The winner will receive a reward in the amount of 100 million soums, and also for 2 years his activities will not be checked by the fire supervision authorities.

From January 1, 2024, an independent assessment (fire audit) is established compliance of buildings and structures of individuals and legal entities with fire safety requirements. Organizations accredited by the Ministry of Emergency Situations will be able to conduct a fire audit. The validity period of the fire audit report is 1 year.

Business entities that have received a positive conclusion of the fire audit and insured their buildings against fires and other threats will not be subject to inspection by the fire supervision authorities during the year.

Starting from September 1, 2023, fire supervision authorities are granted the following powers:

conducting detailed (preliminary) inspections and control inspections at facilities owned by legal entities and individuals (regardless of their organizational and legal form)

- no more than 1 time a year;

operational verification based on appeals from individuals and legal entities, as well as information from the media and other sources;

conducting quarterly monitoring and preventive measures on the basis of the calendar schedule approved by the Ministry of Emergency Situations at facilities with a one-time crowd of more than 50 people (shopping malls, bazaars, catering, etc.).

From November 1, 2023:

it is prohibited to auction non-agricultural land, coordination of design estimates and issuance of permits for the use of the facility upon completion construction and installation works

without obtaining a positive conclusion of the fire supervision authorities;

the state fire supervision bodies will monitor compliance with urban planning norms and rules in terms of fire safety at construction sites;

departmental fire supervision will be mandatory at facilities with a large crowd of people.

Since January 1, 2024, mandatory liability insurance for owners of buildings and structures located in bazaars and shopping complexes is being introduced.
