Какие задачи поставлены перед экологическими контролерами

Tashkent, Uzbekistan (UzDaily.uz ) – Resolution of the Cabinet of Ministers dated 02/24/2024 No. 101 approved the Regulation on the Public Environmental controller.

 Presidential Decree No. UP-81 dated 05/31/2023 "On measures to transform the sphere of ecology and environmental protection and the organization of the activities of the authorized State body" provided for the introduction of the "Public Environmental Controller" system.

  The main rights and obligations of supervisors:

identification of environmental violations, registration and introduction of an appropriate act into the Ecocontrol Platform;

getting free education and advanced training to acquire special knowledge and skills;

receiving information about the measures taken in relation to the identified offenses, participating in the processes related to the imposition of punishment on the offender;

receiving remuneration for effective activities in accordance with the procedure and in the amount established by law.

Public environmental supervisors are required to ensure transparency of activities, combat corruption, and objectively prepare reliable data in the process of identifying and registering offenses.

 

According to the results of the identification by the environmental controller of violations of the requirements of legislation in the field of ecology and environmental protection and taking the necessary measures, they are encouraged by monetary bonuses from the Environmental Fund:

in case of illegal felling of trees, shrubs, other plants and seedlings, felling, damage, falling or transplanting to another place – in the amount of 1 BW;

for other violations in the field of ecology, environmental protection and nature management – 5% of the amount of the fine imposed on the violator.

 The position also defines:

the main activities of public environmental controllers;

status, rights controller;

special requirements for supervisors;

the order of their preparation.
